UN Secretary-General António Guterres, speaking in Cairo on 26 October, spoke of "the spectre of ethnic cleansing looming ever larger" and said settler violence was surging. More than 3,000 Palestinians had been forced from their homes in Hebron, according to the UN.
UN human rights chief Volker Türk said "collective punishment is a grave violation of international law" and that the measures in Hebron appear punitive and designed to instil fear. He said the sweeping steps raised grave concerns of unnecessary and disproportionate force.
On 23 October the UN rights office had counted more than 160 settler attacks in the first two weeks of October, including live fire, arson and crop theft. Its spokesperson, Mayy El Sheikh, said the closures were "bound to have devastating effects on the season" for olive farmers.
